Added a new permission in Timesheets settings. We can enable this option to avoid adding temporary users in project team. I.e. Trainee or temp staff. They will be able to add time in any project without being a project member but they will not be able to see projects and it's info anywhere else.

Only Admin user can manage TimeSheet settings.

Steps to enable permission:

Go to timesheet settings in Module wise settings.
Go to Settings tab in Timesheet settings.
Enable the option to show all active projects in project field while adding time entry as shown in below screen.

Disable the option to show only those projects where the user is a team member. By default, this setting is disabled.
